Q: does it have a luggage hole at the back so you can out it on top of my wheeled luggage?

Yes it does! It has a suitcase strap to wrap around the suitcase handleb

Q: Does the 38L backpack have a frame or internal stiffening materials? I am taking a trip using 3 airlines and may need to mash it to a smaller size.

There is no internal frame so you are able to fild the backpack if needed.

Q: Is this bag Waterproof?

It is not fully waterproof - as in not submersible, but more than water resistant. I work outside, in the rain and snow most of the year and this bag has kept contents dry.

Q: Does the 38L fit under an airline seat? What are the dimensions?

The Dimension of the 38L are 19"tall X 12.5 " wide and 12" deep. If packed full, the 38L probably is a little too big to fit under the seat. The 28L would be more suitable for this.
